&lt;p&gt;Gabriel Brian Collins, J.D., is the Baker Botts Fellow in Energy and Environmental Regulatory Affairs at Rice University’s Baker Institute for Public Policy and a Senior Visiting Research Fellow at the Oxford Institute for Energy Studies. He leads research spanning energy, water, natural resources, industrial systems, and national security, with particular expertise in China and Russia, energy security, commodity markets, critical infrastructure, water governance, and the geopolitical implications of energy and industrial supply chains.&lt;/p&gt;

&lt;p&gt;Collins also co-heads the Baker Institute’s Program on Energy and Geopolitics in Eurasia and serves as Water-Energy Nexus Thrust Leader at Rice University’s WaTER Institute. His research examines issues including desalination and water reuse, AI data center energy and water demand, power-grid resilience, critical minerals, maritime chokepoints, and infrastructure security. He is the founder and author of &lt;em&gt;The Sinews of Civilization: Fire, Food, Water, Force&lt;/em&gt; and previously worked as an attorney, commodity-market analyst, and research fellow at the U.S. Naval War College’s Office of Net Assessment, where he advised senior policymakers on China, maritime security, energy, and shipping.&lt;/p&gt;

&lt;p&gt;Collins holds a J.D. from the University of Michigan Law School and an A.B., cum laude, in Politics from Princeton University. He is a licensed Texas attorney and has produced more than 100 analytical reports through China SignPost, with his research cited by organizations including &lt;em&gt;The Wall Street Journal&lt;/em&gt;, Bloomberg, &lt;em&gt;The Economist&lt;/em&gt;, Reuters, and the U.S.-China Economic and Security Review Commission.&lt;/p&gt;

&lt;p style="line-height: 22px;"&gt;&lt;font face="Arial, sans-serif"&gt;Serving as a fighter pilot for over 22 years in both the US Navy and US Air Force, amassing more than 4000 flight hours in F-14, F/A-18 and F-16 fighter jets.&amp;nbsp;&amp;nbsp;He completed 5 carrier deployments and multiple combat tours.&amp;nbsp;&lt;/font&gt; &lt;font face="Arial, sans-serif"&gt;In retirement, he became one of the founding members of Check-6 International, a performance leadership company comprised exclusively of military veterans.&amp;nbsp;&lt;/font&gt; &lt;font face="Arial, sans-serif"&gt;“JJ”&amp;nbsp;has consulted with clients globally for the past 20 years. &amp;nbsp;In 2025 he spent 6 months as an advisor the Ukrainian Air Force for F-16 employment and tactics. He holds a degree in Mechanical Engineering from Vanderbilt University and an MBA from Rutgers University.&amp;nbsp; He resides with his wife and family in Houston, Texas.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;Larry J. Satterwhite is the City of Houston’s Director of Public Safety and Homeland Security, bringing 34 years of law enforcement experience to his role. He began his career with the Houston Police Department in 1990 and served in Patrol, Investigations, SWAT, Criminal Intelligence, Special Operations, Homeland Security, and Field Operations before retiring as Interim Chief of Police. His leadership experience includes overseeing security for major events such as Super Bowl 51 and the World Series, as well as serving as incident commander during Hurricane Harvey and the COVID-19 pandemic.&lt;/p&gt;

&lt;p&gt;Chief Satterwhite holds a bachelor’s degree in Criminal Justice and a master’s degree in Strategic Leadership and is a graduate of the FBI National Academy and FBI National Executive Institute. He is committed to building trust, strengthening relationships, and developing the people around him. He served in the United States Navy Reserve before joining HPD and is married with two children.&lt;/p&gt;
